Portland's Austerity Resistance Movement Sparks Changes to City Budget

On June 20, Oregon's Portland City Council unanimously voted to approve a budget that had been one of the most grassroots-contested examples of austerity in recent memory. Weeks earlier, in a vote to approve the framework of this budget on May 29, the City Council's long-maintained show of consensus was broken when Commissioner Amanda Fritz voted "No.” (More on her vote later). However, by the final budget vote last Thursday she had been compelled to change her mind. How has the 2013 budget developed? When the Portland Budget process began several months ago, newly elected Mayor Charlie Hales announced a $25 million deficit in the city's General Fund. Each bureau was told to submit budgets with 10 percent cuts, signaling Hales's determination to oversee mass lay-offs and the slashing or elimination of essential programs that many Portlanders have come to rely on. This latest round of cuts promised to be the worst of several successive years of austerity measures. Each time city officials have told the public that "temporary" sacrifices need to be made now to enable the economy to turn around tomorrow. Each time there was no turn-around and more cuts were, predictably, peddled the next year despite this economic "tonic's" miserable record.

Egypt Braces for Millions to Retake the Streets in Protests on June 30

Egyptians are waking up with a mix of anticipation and worry as planned June 30 protests draw closer. The date marks what both the opposition and the ruling Muslim Brotherhood backers call an “historic day in Egypt’s history” — and as anti-government activists have defined it, the beginning of the end of the Islamic group that came to power with Mohamed Morsi exactly one year ago. The anticipated June 30 protests were spurred by the group Tamarod, or “Rebel,” which called on Egyptians to sign a petition to remove President Morsi from power and hold early elections. Last week, the group announced it had collected 15 million signatures — and as of Saturday, it told Occupy.com that the numbers were at 18 million and counting. The final signature tally will be announced on June 30.

 

Tamarod, an independent grassroots group founded in late April, is behind the movement that is now sweeping the political scene in Egypt, galvanizing both street action and media debate ahead of the June 30 action. Mass protests and millions of people are expected to take to the streets across the country on Sunday in a revival of the 2011 revolutionary spirit that toppled former President Hosni Mubarak.

 

Marshall Islands calls for regional climate leadership

Tony de Brum, assistant minister to the Marshalls president, has told Radio Australia's he is nearly 70 years old and does not remember a season like the current one."The elders tell us that there have been droughts like this before, but I don't think anybody has ever seen it where it's it's so wet," he said.

"The problem here has been with the flooding from the swells that have come in from the south.So we have a situation with extremely dry drought up north, and extremely wet floods down south. Very weird weather."

Weekend Stargazing: Celestial Scorpion Reigns in Night Sky

There's a giant scorpion hovering overhead, but have no fear. This creepy crawler is actually the constellation Scorpius. It's all sparkle and no sting.

In his book "The Stars in Our Heaven – Myths and Fables," (Pantheon Books, 1948) author Peter Lum writes: "The scorpion is essentially a creature of darkness, a furtive little animal that lurks in the shadows, hides under stones or in any dark crevice and cannot bear to face the light … only at night does it come out in search of its prey. Although seldom fatal (its sting) is extremely painful; hence the scorpion is usually disliked, feared and avoided by anyone who has ever come in contact with him."

~ Space Weather Update~ EARTH-DIRECTED FLARES

EARTH-DIRECTED FLARES: Southern hemisphere sunspots AR1777 and AR1778 erupted in quick succession during the early hours of June 28th, producing a pair of C-class solar flares and at least one CME. An initial analysis of coronagraph images suggests that the CME could deliver a glancing blow to Earth's magnetic field over the weekend. Stay tuned for updates. SWx alerts: text, voice.

SOLAR OBSERVATORY LAUNCHED: NASA's newest space telescope, a unique solar observatory named "IRIS", is orbiting Earth today following a successful launch on June 27th at 7:27 pm PDT. Leaving from the Vandenberg Air Force Base in California, an Orbital L-1011 aircraft carried IRIS inside a Pegasus XL rocket out over the Pacific Ocean, where the rocket separated from the belly of the airplane and blasted into space. The rocket's exhaust created a beautiful sunset display along the central California coast:

Flooding Inundates the East

Heavy rainfall led to major flooding destruction across the East on June 27.

AccuWeather Expert Forensic Meteorologist Steve Wistar, who has been tracking rainfall amounts in Lemont, Pa., for the past 23 years, recorded 3.53 inches of rain Thursday evening, the most he has ever seen from a non-tropical system in that area.

Severe Storms, Flash Flooding Risk From Boston to Raleigh

Incidents of flash flooding were observed Thursday as storms rolled through the East, dropping several inches of rain in just a few hours. The worst of the flooding occurred along the I-80 corridor across Pennsylvania, forcing the closure of streets and highways as well as evacuations and water rescues.

Damaging wind gusts accompanied some of these storms with several reports of funnel clouds, although no tornadoes were confirmed.
