The Spanish city of Girona has put locks on rubbish bins outside supermarkets to stop people scavenging for food that has been thrown out because it is past the best-before date.

Girona, the second largest city in the northeastern autonomous region of Catalonia, is trying to prevent people rooting through rubbish containers of discarded food, a practice that is growing with the deepening economic crisis.
The municipality said in a statement that it had taken the decision along with supermarket owners "due to the health risks that could arise from eating food thrown into the bins and the social alarm it causes."

I suppose it is better to let people starve to death than possibly get food poisoning. Be aware that when enough of your city's citizen are hungry, they will decide it is time to take from those who have. No amount of police presence will stop this. I know this is sad, but it is true and honest.
