He never gives his name and there is no name at his website. There is no such title as Postmaster General of North America so it is obviously a made-up title by a totally unknown person. Don't believe me? Research it yourself. I found the U.S. :Postmaster General/Patrick Donahhoe and Postmaster General of Canada/Deepak Chopra. Look how unkept the guy in the video is. I am a retired federal gov employee and we were not allowed to look this way. You must be clean and well groomed at all times or you were sent home.

As of this moment i withhold all judgement as to the legitimacy of this speaker, but how he dresses or wears his hair seems of little importance to me.

The name James Thomas is on every single page of that website, so I assume that's him. The "Postmaster General of North America" seems to be a title he gave himself, which he has every right to do. I wouldn't worry about his credentials, more often than not on this Planet, the people with the most credentials are the last people we should be listening to. I would focus upon his message, which is certainly something I can support.
It is an exciting time to be alive on earth! Although for some it may appear to be a bit chaotic, every thing is in perfect order and on track to make a major transition from a world of perpetual war and insurmountable debt to one where the people have chosen to invest in peace.
Today we stand on the edge of great change. Today, we have A Second Chance for America. We have an opportunity to withdraw our Good Faith & Credit from the Military Industrial Complex, clean up the corruption in our own house, reboot this civil administration in original jurisdiction and begin healing and rebuilding this great nation with an administration that reflects the beliefs and morals of the American people.
As to the charge of disinformation, that's when someone is purposely spreading lies. I don't see any of that here.
