Drake's: "Notice to the World" was delivered to the Office of Private International Law at the Hague

This was just released by Drake.  The document below is the letter was delivered to the Office of Private International Law at the Hague.  This was supposedly to put the world on notice that "we the people" are no longer operate under the laws of the USA Corporation.
