In a hard-hitting report applauded by victims as a landmark in the Roman Catholic Church’s clerical sexual-abuse scandal, a United Nations committee on Wednesday called on the Vatican to remove all child abusers from its ranks, report them to law enforcement and open the church’s archives so that bishops and other officials who concealed crimes could be held accountable.

VATICAN CITY (AP) - A Vatican monsignor already on trial for allegedly plotting to smuggle 20 million euros ($26 million) from Switzerland to Italy was arrested Tuesday in a separate case for allegedly using his Vatican bank accounts to launder money. Financial police in the southern Italian city of Salerno said Monsignor Nunzio Scarano, dubbed "Monsignor 500" for his purported favored banknotes, had transferred millions of euros in fictitious donations from offshore companies through his accounts at the Vatican's Institute for Religious Works. Police said they seized 6.5 million euros in real estate and bank accounts Tuesday, including Scarano's luxurious Salerno apartment, filled with gilt-framed oil paintings, ceramic vases and other fancy antiques.

As a group of eight Catholic cardinals handpicked by the Pope to shake up the Vatican’s murky and autocratic bureaucracy prepares to meet, the group’s leader has said they plan to rip up and rewrite the apostolic constitution which apportions power at the Holy See. The cardinals, who were appointed in April by Pope Francis and will confer with him for the first time at the Vatican on Oct. 1-3, were briefed to revise the constitution, known as Pastor Bonus, drawn up in 1988 by Pope John Paul, in a bid to give a great voice to bishops around the world. But Cardinal Oscar Rodríguez Maradiaga, the group’s leader, said as the meeting loomed they were planning to go much further that just changing “this and that.”
