ASSIGNMENT OF NATIONAL SECURITY AND
EMERGENCY PREPAREDNESS COMMUNICATIONS FUNCTIONS

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows:

Section 1. Policy. The Federal Government must have the ability to communicate at all times and under all circumstances to carry out its most critical and time sensitive missions. Survivable, resilient, enduring, and effective communications, both domestic and international, are essential to enable the executive branch to communicate within itself and with: the legislative and judicial branches; State, local, territorial, and tribal governments; private sector entities; and the public, allies, and other nations. Such communications must be possible under all circumstances to ensure national security, effectively manage emergencies, and improve national resilience. The views of all levels of government, the private and nonprofit sectors, and the public must inform the development of national security and emergency preparedness (NS/EP) communications policies, programs, and capabilities.

 

GFP: interesting enough it seems that it was said, during latest Drake show, that this order was no more online on the WhiteHouse.org, though we did find it there where it should be... did they put it back?

Technology that taps into a soldier’s thought patterns could soon see action on the battlefield. But some worry about its future applications.

 

In Afghanistan, some soldiers are said to possess a sixth sense.

They hone their skills at the head of convoys that trundle along the dusty roads of remote mountainous provinces. As they drive, these soldiers scan ahead for signs of roadside bombs: disturbed earth, a glint of metal, or just something that seems out of place. Spotting them can mean the difference between life and death. Those who are half-jokingly said to possess the “sixth sense” are the ones that seem to have an uncanny ability to spot these almost imperceptible signs of danger.

Now, military scientists are beginning to build technologies that would give every soldier this ability, pushing the field of neuroscience from the lab and on to the battlefield.

The members of the board which will lead the campaign group for Scottish independence have been announced.

The eight include Deputy First Minister Nicola Sturgeon, actress Elaine C Smith and musician and writer Pat Kane.

The advisory board for Yes Scotland will be chaired by former MP Dennis Canavan, whose appointment was announced last week.

Sir George Mathewson, former RBS chair, will offer advice as honorary vice-president but he is not a board member.

The other members are property developer Dan Macdonald, solicitor and businesswoman Tasmina Ahmed-Sheikh, socialist politician and former MSP Colin Fox, businesswoman Sarah-Jane Walls and restaurateur Andrew Fairlie.

Tens of thousands of people in Mexico City are demonstrating against the result of the presidential election, which was won by Enrique Pena Nieto.

The demonstrators, who are not necessarily linked to any particular party, say the vote was not fair.

They accuse Mr Pena Nieto's party, the PRI, of buying votes; some carried banners saying "Not another fraud".

Mr Pena Nieto, who was declared the winner after a recount of nearly half the votes, denies the allegation.

The second-placed candidate in Mexico's presidential election, Andres Manuel Lopez Obrador, has said he will mount a legal challenge to the result.

Markets reacted to this crazy week of discredited, ADP-based employment forecasts, LIBOR revelations and central bank fizzle.  The result is plain ugly.

In Europe, post-ECB, credit spreads widened.  Good-guy yields declined; bad-guy yields rose.  See our updated EU contagion series at www.cumber.com.  Note how Swiss yields are negative until the 5-year maturity (which is a whopping 7 basis points).  For new readers, see our archives on why the Swiss 10-year government bond is now the de facto benchmark for the eurozone.  The European Central Bank demonstrated too little, too late.  This week’s Draghi Q&A did not help matters.  We continue to underweight Europe.  It is still too soon to bottom fish.

Spain's top National Court launched proceedings in a lawsuit brought against Rato for alleged fraud in his role as chairman of Bankia, from which he resigned in May just before the lender was bailed out, court documents showed.

NEW YORK — A community bank and 19 ex-employees have been criminally charged with issuing hundreds of millions of dollars in fraudulent mortgages that ended up in unwitting investors' portfolios, prosecutors said Thursday in announcing a rare indictment of a bank in the mortgage meltdown that rocked the U.S. economy.

Abacus Federal Savings Bank was hit with mortgage fraud, grand larceny and other charges in what Manhattan District Attorney Cyrus R. Vance Jr. called "a systematic scheme to falsify and fabricate mortgage applications" so that unqualified borrowers could get loans. The loans later were sold to mortgage giant Fannie Mae, which repackaged them into securities for investors.

Abacus, a Chinatown-based bank with mainly immigrant customers and branches in New Jersey and Pennsylvania, said it had investigated and reported the problems and would vigorously defend itself.
